Legislation to unlock New Zealand’s offshore wind potential

Kākāriki’s vision is to accelerate the transformation of the NZ energy sector and the decarbonisation of industry

The New Zealand Wind Energy Association (NZWEA) welcomes today’s announcement by Energy Minister Hon Simon Watts of legislative changes to provide greater certainty for offshore wind development.

“New Zealand has world-class offshore wind resources that can play a central role in delivering energy security, and economic growth,” said NZWEA CEO Kevin Hart.  “Establishing a clear and enabling regulatory framework is essential to attract the investment needed to kickstart the sector.”

The Government has confirmed amendments to the Offshore Renewable Energy Bill, including provisions to designate marine areas for offshore renewable projects while pausing new seabed mining permits under the Crown Minerals Act. “This is a pragmatic and important step.”

NZWEA also emphasises the need for careful planning and collaboration. “The designation of marine areas for offshore wind must balance environmental, iwi, community, and existing commercial interests. Early engagement and transparent decision-making will be key to ensuring offshore wind develops in a way that benefits all New Zealanders.”

NZWEA looks forward to continuing to work with Government, iwi, industry, and stakeholders as the Amendment Paper is drafted and the legislation progresses.
